General Statement of Duties
Performs a wide variety of planning, technical and administrative tasks to develop and enforce City-County planning, zoning and review and approval of building plans, and related regulations; does related work as required.
Distinguishing Features of the Class This is difficult technical and administrative work involving the coordination and implementation of City-County planning and development activities.
The work is performed under the general direction and supervision of the City-County Planning Director but considerable leeway is granted for the exercise of independent judgement and initiative.
The nature of the work performed requires that an employee in this class establish and maintain close cooperative working relationships with the Planning Director, Building Official, other Planning Department employees, members of the Planning Board and Zoning Board of Adjustment, members of the City-County governing board, other City-County employees, property owners, real estate developers, architects, private land planners, representatives of the business community and the general public.
Duties/Responsibilities: Examples of Essential Work (Illustrative Only) Explains, interprets, and provides guidance regarding applicable codes to architects, engineers, contractors, developers, owners and other interested parties; Examines assigned building projects including all types of residential, commercial, or industrial structures to determine compliance with zoning and building code requirements and related city regulations.
Applies valuations and permit costs for new projects based on codes, regulations and policies.
Processes zoning approvals and related administrative procedures.
Performs on-site reviews and documents compliance with approved plans; handles some zoning enforcement, informs property owner of violations and makes recommendations on changes Analyzes applications for variances, special and conditional use permits and other requests from the public for compliance with the zoning ordinance and related regulations.
Prepares written and oral reports for presentation to the Zoning Board of Adjustment, Planning Board, Council of Commissioners and other agencies.
Drafts revisions and amendments to the zoning ordinance, comprehensive plan, floodplain ordinance, and subdivision regulations for review and approval by the Planning Board.
Participates in the creation, implementation and administration of any necessary permit procedures to re-develop reclaimed mine sites, including measures to protect caps, vegetation and erosion control and describes and explains processes and procedures to developers, builders and the general public.
Participates in floodplain administration, including writing legal ads, preparing drainage report reviews and issuing or denying floodplain permits; documents flood events on digital photos; prepares update to the floodplain ordinance to comply with the Montana State law Administers bond determinations and release regulations for site developments and subdivisions.
Monitors land use activities, investigates and analyzes public and private development plans to ensure compliance with the City-County Comprehensive Plan in accordance with community goals and objectives.
Monitors transportation and other public infrastructure needs to ensure coordination with planning activities.
Monitors current affairs and trends in land use planning and development for potential application by the City-County.
Coordinates procedures with and provides information, reports and technical assistance to all affected City-County departments and agencies, ad hoc committees and groups, utilities, businesses and the general public as requested.
Attends meetings, conferences and workshops as requested and authorized.
Performs all duties and work assignments in a safe, healthy and environmentally sound manner.
Specifically, complying with the Health and Safety Program; maintaining work areas in a safe and orderly manner; identifying and reporting unsafe conditions; reporting all accidents; wearing required personal protective equipment and attending safety-related meetings, training sessions, fit testing, etc.
Performs all duties and work assignments in compliance with project quality requirements.
Acts responsibly and ethically, and in conformance with generally accepted business, occupational and professional standards.
Performs related work as required.
Qualifications: Required Knowledge, Skills and Abilities Knowledge of City-County planning and zoning-related ordinances, rules and regulations.
Knowledge of state laws and regulations pertaining to planning, subdivisions, historic preservation, floodplain, and zoning operations.
Knowledge of the International Building codes, National Electrical Code, Uniform Plumbing Code, International Mechanical Code and other general construction codes.
Knowledge of real estate and economic development principles as related to impacts on land use development.
Ability to use GIS, mapping, surveys and related spatial analysis tools and software.
Familiar with architectural and construction terms, materials and general practices; ability to read and review construction plans, working drawings and sketches.
Skill in presenting and communicating technical information to the public in a clear, concise and easily understandable manner.
Ability to prepare accurate and reliable reports containing findings, conclusions and recommendations.
Ability to establish effective working relationships with property owners, business owners, real estate developers and others to secure compliance with City-County planning, zoning and subdivision ordinances, rules and regulations.
Ability to establish and maintain effective working relationships with other City-County employees and supervisory personnel.
Ability to use logical thought processes to develop solutions according to written specifications and oral instructions.
Ability to perform a wide variety of difficult technical tasks with accuracy and speed under the pressure of time-sensitive deadlines.
Ability to quickly learn and put to use new skills and knowledge brought about by rapidly changing information and technology.
Ability to operate a personal computer using standard word processing, spreadsheet, power point and database applications appropriate to assigned duties.
Ingenuity and inventiveness in the performance of assigned tasks.
Required Education, Experience and Training Graduation from a college or university of recognized standing with a Degree in Urban and Regional Planning, Architecture, Civil Engineering or a closely related field, supplemented by training in land development, environmental science or geographic information systems (GIS)/mapping programs; or Any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work.
Required Special Qualifications Possession of a valid Driver’s License issued by the State of Montana.
Must be a resident of Butte-Silver Bow during employment according to Butte-Silver Bow Ordinance.
